UCLA Partnerships with Foreign Institutions

Departments can work with universities abroad to establish exchange agreements at the graduate and undergraduate level. UCLA has determined a set of criteria for exchange partnerships and each agreement must be reviewed by the Vice Provost of the International Institute and the Vice Provost of Intellectual Property and Industrial Relations.  To learn more and to initiate an agreement, visit mou.international.ucla.edu

Sponsoring International Visiting Student Researchers

Please note, there are important policy changes underway concerning Visiting Student Researchers.

UCLA continues to operate under an interim policy for graduate student visitors. Starting in 2012-13, the UCLA Graduate Division rather than the International Education Office (IEO) will provide services to visiting graduate researchers (VGRs). VGRs are defined as individuals enrolled as degree-seeking graduate students at their home institutions who are invited to conduct short-term master’s and doctoral dissertation research or partake in a prescribed course of study at UCLA. VGRs may not enroll directly in UCLA courses although they may take UCLA classes through concurrent enrollment via UCLA Extension.

The Graduate Division will continue to welcome visitors by allowing them to join the UCLA community for up to a one-year initial appointment. VGRs may be able to extend an appointment for up to one additional year. A revised policy and detailed procedures will be forthcoming during spring 2012.

Campus Fees and Academic Calendar (for IEO visitors pre-September 2012)

For visitors coming for non-degree study and/or research, please refer to the Campus Fees chart for required fees. Please note that fees are assessed for each academic term the visitor is at UCLA, and it is not possible to prorate fees if a visitor attends only part of a term. Please refer to the UCLA Academic Calendar for term dates.

All fees subject to change by action of the UC Regents. 

Please refer to the Campus Fees chart for a listing of fees required for students coming to UCLA for non-degree study and/or research:

Fees include:

  • Access to campus-based services;
  • DS-2019 services and international programming;
  • Researcher status (if applicable).
  • Non-degree students who plan to enroll in courses beyond independent research must pay additional per unit fees.

Fees are not due at the time of registration. If placement is approved by the academic department, instructions regarding payment of fees will be e-mailed to students.

Departmental Funding

Departments who are providing funding to cover campus fees will need to submit the following to the Graduate Division:

  • Exception Request Memo: include reason for exception (international visitor is not a matriculated student); description of fellowship; duration of payment period; total number of students with list of names.
  • Form 10: The Form 10 can be downloaded through the Graduate Division's intranet. Please submit one Form 10 per student and include the entire payment period, including multiple terms, if applicable.
  • Glacier: send an initial request to Payroll Services to request for Glacier set up. This should be done simultaneous to submitting the Exception Request Memo and Form 10. Make sure the department and the visitor are selecting "Scholarship/Fellowship" and “All Others” under Relationship Type and “Scholarship/Fellowship: Award” under Income Type.

Reciprocity Exchanges

If UCLA has a reciprocity agreement with another institution, visiting exchange students from that institution will not be assessed registration or campus fees (with the exception of health insurance). Reciprocity agreements must be vetted through the UCLA MOU process. If your department has a reciprocity student planning to visit UCLA, contact the International Education Office for a customized registration form. Visiting Graduate and Ph.D. Researchers through the Education Abroad Program (EAP)

EAP facilitates a limited number of graduate level researchers to conduct advanced level research at UCLA. In these cases, the Universitywide Office of EAP (UCEAP) in Santa Barbara coordinates the DS-2019 processing between academic departments and the Dashew Center for International Students and Scholars (DCISS). Fulbright Visiting Student Researchers

The International Education Office (IEO) arranges access to campus services for Fulbright Visiting Student Researchers (graduate and Ph.D. visitors). Academic departments wishing to invite a Fulbright Visiting Student Researcher should notify the IEO prior to sending the invitation letter. IEO staff will help facilitate the visit and provide orientation materials. IEO staff will also coordinate the necessary paperwork required by the Fulbright granting agency. Fulbright Visiting Researchers are subject to the campus fees listed above. IEO will provide invoicing to the Fulbright granting agency in early July for any appointments for the following academic year.

Travel Study Program Proposals

Many faculty members may have ideas on how time abroad will enhance their teaching of a particular course or courses. Usually, they are thinking of an experiential component, from simply being in the country where a language is spoken to visiting government or cultural institutions. Faculty interested in directing a short-term, summertime study abroad program should begin with the departmental chair to ensure that the department is willing to sponsor the program. Then, faculty can submit a Travel Study Program Proposal for review by the IEO Faculty Advisory Committee.

English as a Second Language Placement Exam

Academic advisers may need to determine an international student's level of English and how to get remedial help when needed. English language learners are encourged to take the English as a Second Language Placement Exam (ESLPE). The ESLPE is administered by UCLA Writing Programs and students can register online. Once the test is graded, an ESL counselor can help the student determine which ESL class is most appropiate.
